      The need and expedience of further training of seamen in this field is dictated by modern development demands not only of Ukrainian sea and river fleet but also of the world merchant shipping, and shore-based fleet units – ship-building and ship-repairing plants. Nowadays, the world fleet highly demands the well-trained professional deck officers having deep knowledge in specialized professional subjects – navigation, celestial navigation, navigating equipment, etc. Means and technologies of automatical navigating systems progress at a fast pace, the new approaches uprise, and that makes the necessity of training professionals in this field more and more challenging.
      The syllabus of higher education on the said speciality is designed for two levels of training. There are two educational and qualification levels in the speciality Navigation: Bachelor and Specialist. The term to obtain a qualification of Bachelor on Navigation is 4 years in both day-time and correspondence departments. The qualification of specialist on Operation of ship propulsion plants can be obtained for 18 months in day-time and for 20 months in correspondence departments.
      The syllabus is agreed on its contents and levels:

Level 1 – training of Bachelors – 8 terms + practical training and state qualification exam;
Level 2 – additional course – 2 terms + qualification thesis.

The first level is associated with a 4-year training of Bachelor in direction 1003 Navigation and Ship Propulsion in speciality 6.100300 Navigation. The Bachelor is a professional able to solve the main task of navigating at independent keeping underway and port watches and carry out the Mate’s duties within tasks related to ship control at operational level. The Bachelor has the right to work at:

national and world shipping companies at the position of junior watch-mate;
national and world shipping companies at the position of senior watch-mate;
in subdivisions of shipping companies and ports engaged in sea vehicles handling;
on manufacturing and ship repairing enterprises, specialized in sea and river vessels repair;
in commercial activity sphere;
sea business companies agencies.

      Bachelor occupies such initial positions: Watch Officer; the Fourth Officer; the Third Officer, the Second Officer, the Chief Officer of sea and river fleet; serves in manufacturing and ship repairing enterprises, firms, watercrafts; works as a manager in commercial departments of state and private organizations, firms and agencies. The Bachelor must execute his functions under the supervision of the specialist, and after gaining appropriate experience and practical skills – independently.
      The second level is associated with the training of the Specialist – Navigator of the professional direction 1003 Navigation and Ship Propulsion in the speciality 7.100301 Navigation. The term of studying is 1.5 years on the basis of Bachelor degree.
      Specialist can work on the positions of the Chief Officer and the Master of a sea or river national and world fleet. Specialist must be trained for engineering maintenance, engineering technological activity in branches of sea and river fleet, where highly efficient management of transport process must be ensured. Specialist can be engaged on initial positions of the Watch Officer, Chief Officer, Master. Accordingly, the purpose of education in specialty Navigation is training of specialists, able to cope with practical and scientific tasks in the field of the sea and river fleet, where engineering approaches to solving of sea transport operation problems are widely implemented and require to be constantly developed.
