Training of foreigners

 

I. Admission of Foreigners under International Agreements, National Programs and Agreements entered between Educational Institutions and Legal or Physical Persons

         1. The enrollment of foreign residents is regulated by "Regulations of enrollment to higher education institutions for foreigners and persons without citizenship" approved with the resolution of Ukrainian Cabinet of Ministers dated from 5.08.98. № 1238. The foreign residents are competitively enrolled to Higher Educational Institution “Kherson State Maritime Institute” according to results of entrance exams (in form of interview).

         2. Training of foreigners and persons without citizenship is carried out according to the Law of Ukraine “On legal status of foreigners and persons without citizenship” (with amendments), Decrees of President of Ukraine dated 25.03.94 No. 112 “On measures for developing economic cooperation of Ukrainian regions with adjacent boundary regions of Russian Federation” and “On measures for developing economic cooperation of Ukrainian regions with adjacent boundary regions of Belarus and administrative and territorial units of Moldova” dated 03.06.1994 No. 271, Decree of the Ministry of Ukraine of 26.02.1993 No. 136 «On training foreign citizens in Ukraine» (with amendments) and of 05.08.1998 No. 1238 «On approval of Regulations for admission of foreigners and persons without citizenship to higher educational institutions». The foreigners who are granted state scholarships by international agreements, general national programs, and other international obligations of Ukraine are admitted to study on the basis of directions from the Ministry of Education, Science, Youth and Sports of Ukraine within the quota of the government’s order.

         3. The foreigners and persons without citizenship who are the residents of Ukraine and persons who have the status of refugees in Ukraine are admitted to the higher educational institutions in the order stipulated for the citizens of Ukraine, who, at the year of entrance, obtained the general high secondary education abroad. Such people can’t enter the higher educational institutions in the order, provided for the foreigners and persons without citizenship. The foreigners who obtained the full general secondary education at the foreign schools with Ukrainian language are admitted to the higher educational institutions of Ukraine according to the results of entrance exams, stipulated by Regulations of admission to the higher educational institution within the established quotas by recommendations of national cultural Ukrainian communities and diplomatic establishments of Ukraine abroad.

         4. The foreigners of Ukrainian origin who had got the direction to study from Ukrainian national and cultural communities, on admission to the higher educational institutions in such branches of knowledge as “pedagogical education”, “the arts”, “the liberal arts”, “journalism and informatics”, “social and political sciences” have the same rights for obtaining education as well as citizens of Ukraine, including the admission to study at the expense of the state budget. They take part in the competitive examinations and are admitted on the same basis as citizens of Ukraine.

         5. While being admitted to other directions of training (specialties), foreigners of Ukrainian origin, who had been directed to study by Ukrainian national and cultural communities, have the same rights to get the education as well as citizens of Ukraine if they were the participants of Olympiads on general subjects that are defined as profile entrance examinations by the higher educational institution, and are to be admitted to the specialty chosen by an applicant.

II. General Provisions

         1. Foreigners shall get education in the higher educational institution “Kherson State Maritime Institute” on the basis of a full-time training, unless otherwise provided for by international agreements of Ukraine.

         2. Higher educational institution “Kherson State Maritime Institute” is an accredited educational and scientific institution, which have a license to carry out corresponding educational activities and admit foreigners.

         3. Higher educational institution “Kherson State Maritime Institute” admit foreigners without prejudice to race, color of skin, political, religious and other views, gender, ethnic and social origin, status, place of residence, language and other factors.

III. Grounds for Admission

            Foreigners shall be admitted on the grounds of:

- international agreements of Ukraine;
- national programs;
- agreements concluded by educational institutions with legal and physical persons.

IV. Conditions of Admission

         1. To be admitted to higher educational institution “Kherson State Maritime Institute” foreigners should have complete general secondary education.

         2. Foreigners shall be admitted to Kherson State Maritime Institute after the preparatory faculties (departments) for foreigners of higher educational institutions. 

V. Requirements to the State of Health

          To be admitted to higher educational institution “Kherson State Maritime Institute” foreigners, should have no medical contraindications to live in the climate conditions of Ukraine and study according to the chosen specialty.

VI. List of Documents and Their Submission Procedure

         1. The applicant personally submits the application for entering the higher educational institution, in which he specifies the training course (in case of entering for training in order to obtain a qualification level of bachelor) or specialty (in case of entering for training in order to obtain a qualification level of “junior specialist”, “specialist”, “master”) and form of study. PETITION

         The applicants (foreigners and stateless persons) personally present their documents from 01 July to 1 October 2011.

           2. The applicant personally presents the following list of documents:

1. Completed application form; APPLICATION FORM
2. Аn original of the document of education with the list of studied courses (subjects) and received grades (points) – secondary school diploma and transcripts or college diploma, legalized at the Embassy of Ukraine in your own or a neighboring country;
3. A copy of the document of education with the list of studied courses (subjects) and received grades (points) – secondary school diploma and transcripts or college diploma, legalized at the Embassy of Ukraine in your own or a neighboring country;
4. An original and a copy of the Passport (the first page of the passport, the full name, nationality, date of birth, passport number, address of permanent residence);
5. The document evidencing the absence of HIV-infection, unless otherwise for by international agreements of Ukraine;
6. The medical certificate of the state of health certified by an official health care authority of a country, where a foreigner has come from, and issued at least two months prior the entrance into Ukraine for education;
7. The insurance policy for emergency medical care (except for foreigners arrived from countries, with which agreements on free provision of emergency medical care are concluded);
8.  A copy of the birth certificate;
9. A certificate of completion of the preparatory department (course) for the foreign citizens (if available);
10.  A ticket valid for one year with an open date for the  applicant’s return to his home country;

11. 10 photographs having the size 60x40 mm

         The documents specified in subitems 2, 3, 4, 5, 6, 8 of these rules of admission are to be certified in compliance with the legislation of the country of their issue and legalized in established order, unless otherwise stipulated by the international agreements of Ukraine. In the course of the first year of study it is necessary to carry out the procedure of nostrification of the diploma of education. (Nostrification is a procedure of acknowledgement of foreign educational documents carried out by means of determining the conformity of academic, professional rights and educational, education-qualification levels of foreign documents on education (qualification) to the state educational standards of Ukraine for the purpose of ensuring the rights of the citizens, who obtained education in foreign countries, to continue education and professional activity in Ukraine. Nostrification is executed individually).

VII. Terms and Conditions of Education and Material Security

         1. All foreigners shall pay for their education in Ukraine, unless otherwise provided for by current Ukrainian legislation or international agreements of Ukraine. Tuition is organized on contract basis.

         2. Foreigners who study in higher educational institution “Kherson State Maritime Institute” shall use classes, reading rooms and libraries, sports and culture complexes.

         3. Higher educational institution “Kherson State Maritime Institute” shall not bear any costs and shall not assume any other responsibility in connection with the stay in Ukraine of the families of foreign students.

VIII. Education at Higher Educational Institutions “Kherson State Maritime Institute”

          1. The content and terms of education at higher educational institutions as well as terms and conditions of giving appropriate qualification to foreigners are pursuant to current Ukrainian legislation.

         2. Foreigners shall get education on the basis of a full-time training.

         3. Foreigners, who did not show required skills and knowledge at Higher Educational Institutions “Kherson State Maritime Institute”, shall be sent down and returned to their native countries.

IX.  Documents on Education

         1. Foreigners, who completed the studies, defended the graduation thesis (paper), passed the state examinations pursuant to the requirements of the educational-professional program of training, shall be given, by the decision of the state commission, the respective educational degree (qualification), and the document on education in the form approved by the Resolution № 1260 of the Cabinet of Ministers of Ukraine "On Documents on Education and Academic Status" dated 12 November 1997 shall be issued to such foreigners.

         2. Educational institutions stamp Apostil in the documents on education at the Ministry of Education and Science of Ukraine or legalize them at the Ministry of Foreign Affairs of Ukraine.
